EXPANSION OF LEGAL ASSISTANCE TO PERSONS IN MATERIAL NEED
The Amendment to Act No. 327/2005 Coll. on the Provision of Legal Assistance to Persons in Material Need has extended the availability of legal services provided by the Legal Aid Centre to a wider range of persons in material need, and to groups of people whose incomes exceed the statutory minimum wage. For this group, the amendment introduces the obligation to pay for some of the legal aid they receive.

NEW TAX ADMINISTRATION ACT
The amendment to the Tax Administration Act is part of a wider reform of the administration of tax and customs. The purpose of the reform is to streamline the administration of state income arising from tax and customs, as well as to simplify the tax process and customs administration, and eliminate unnecessary bureaucracy in the state administration.

ACT ON ELECTRONIC COMMUNICATIONS
A review by the European Union of legislation affecting the regulatory framework for electronic communications has resulted in the adoption of new directives. These directives revise the regulation of electronic communications in order to improve and decrease their price, while increasing their security, and in order to strengthen the rights of users. Due to the scope of the changes needed to transpose the directives into Slovak law, a new law on electronic communications has been adopted.

DENIAL OF PATERNITY BY HUSBANDS
The Constitutional Court of the Slovak Republic in one of its non-compliance findings noted a discordance between the treatment of denial of paternity by husbands pursuant to § 86 paragraph 1 of the Family Code and the Convention for the Protection of Human Rights and Fundamental Freedoms. At present the National Council (i.e. Parliament) is at the time limit for adjusting the provision. If the time limit passes without adjustment this will result in the expiration of the provision in § 86 paragraph 1.

NEW LAW ON MEDICINES
The new law on medicines introduces extensive changes in order to harmonise Slovak and EU legislation in terms of requirements for pharmaceutical testing, non-clinical testing, registration of human and veterinary medicines, etc. Among those areas which fall within the exclusive competence of Member States and are therefore not harmonised with EU legislation are provision of medical care, and prescription of human and veterinary medicines and medical devices; it is mainly the changes to prescriptions that we inform you about in this issue of PRO BONO.

AMENDED LEGISLATION ON ROAD TRAFFIC
The National Council of the Slovak Republic (Národná rada SR) on 13 September 2011 adopted an amendment to the Act no. 8/2009 Coll. on Road Traffic which, among other measures, introduced the obligation to maintain a safe distance between vehicles on the highway, reduced the age for obtaining a category B driving licence and, via a supporting amendment, expanded the criminal offence of endangering health due to the influence of addictive substances. PROVISION OF GRANTS TO PROCURE SUBSTITUTE RENTAL FLATS
On 15 September 2011, entered into the force the Act no. 260/2011 Coll. on the Termination Process and Structure of Certain Lease Agreements, which addresses the method of terminating some leases where the landlord is a private individual and the rental price is still regulated by law. The Act no. 260/2011 Coll. allowed for the provision of replacement housing for original tenants by a municipality. The new law allows for housing subsidies to be used for the provision of replacement housing, providing the conditions set out under the act are fulfilled.

CHANGES TO THE AIR LAW
The need to transpose EU directives has resulted in Act no. 241-2011 Coll. The new air law is mainly concerned with the establishment of common rules for determining and levying airport charges, in order to contribute to greater transparency of those airport charges.The amendment also responds to the results of an international audit carried out in the Slovak Republic.
